Can I restore Windows 98 from an USB external CR-rom drive?

If it is a drive going bad what would be the best and easiest way to clone the drive onto another drive it will probably be a bigger drive. However, debians standard kernel does have this option by default (2.4.18-bf24 atleast) so if you are running something other than that i suggest giving that a shot.
